Overview
Established in 2008, McConnell Valdés’ Washington office is located just blocks away from the White House, the U.S. Congress, and most Federal Agencies. Since its opening, McConnell Valdés has represented municipal governments, state government agencies, companies, associations and universities across Puerto Rico, the U.S. mainland, and abroad.
The office provides a broad range of lobbying services, including monitoring of legislative and regulatory activity, analyzing legislative proposals, preparing position papers to be submitted to legislative committees or administrative agencies, developing and implementing overall legislative and political strategies to promote approval of favorable legislation or regulations, including drafting of proposed legislation or regulations, and lobbying to defeat unfavorable bills or rules.
Our clients have included several Hispanic serving Institutions, as well as non-for-profit and proprietary universities. We have worked extensively on issues such as the most recent Higher Education Act and Workforce Investment Act reauthorizations, Pell Grants, the federally subsidized student loans interest fix, program integrity rules, and the 90/10 rule for proprietary institutions of higher learning, among others.
We are our client’s “eyes and ears” in Washington, providing timely and relevant information about potential or impending government action, and working with our clients to develop the proactive and/or protective strategies needed to take advantage of opportunities.

How do I choose a lawyer?
Consider the following:
- Comfort Level
- - Are you comfortable telling the lawyer personal information? Does the lawyer seem interested in solving your problem?
- Credentials
- - How long has the lawyer been in practice? Has the lawyer worked on other cases similar to yours?
- Cost
- - How are the lawyer's fees structured - hourly or flat fee? Can the lawyer estimate the cost of your case?
- City
- - Is the lawyer's office conveniently located?
Not sure what questions to ask a lawyer?
Here are a few to get you started:
- How long have you been in practice?
- How many cases like mine have you handled?
- How often do you settle cases out of court?
- What are your fees and costs?
- What are the next steps?
Want to check lawyer discipline?
It is always a good idea to research your lawyer prior to hiring. Every state has a disciplinary organization that monitors attorneys, their licenses, and consumer complaints. By researching lawyer discipline you can:
- Ensure the attorney is currently licensed to practice in your state
- Gain an understanding of his or her historical disciplinary record, if any.
- Determine the seriousness of complaints/issues which could range from late bar fees to more serious issues requiring disciplinary action.
