Todd was born and raised in West Palm Beach and graduated from Cardinal Newman High School. Todd attended the University of Florida and graduated with honors in 1997. He then continued to the University of Florida College of Law, where he received honors in Legal Research and Writing and in Appellate Advocacy. He also served on the Attorney General's Staff for the University of Florida Honor Court.
Todd resides in Wellington, Florida with his wife, Jessica, and their two children, Avery and Trent.
