The Underwood Law Firm opened its Lubbock office on February 1, 2004, with David Backus as the attorney. Mr. Backus' practice is comprised chiefly of education law. Prior to assuming his duties with the Underwood Law Firm, Mr. Backus served as Senior Attorney with the Texas Association of School Boards' Legal Services Division, Staff Counsel and Lobbyist with the Texas Association of School Administrators, and general counsel for the Region 17 Education Service Center in Lubbock. Mr. Backus didn't have to move very far when he started working for the Underwood Law Firm. The Underwood Law Firm's offices are in the Region 17 Education Service Center. Mr. Backus also assists families to finalize the legal portion of their adoption process. An adoptive father of four, he considers this a special part of his practice.
We were soon joined by Ann Manning on August 1, 2006. Mrs. Manning is the managing shareholder of the Lubbock office. She is Board Certified in Labor and Employment Law by the Texas Board of Legal Specialization. Her primary concentration is in education, employment, and health law including civil litigation in these areas. She has been the President of the Texas Council of School Attorneys and is on the Board of Directors of the School Law Section of the Texas State Bar. Mrs. Manning was once a teacher herself and has a special love for children, so it is no wonder she is such an expert in school law. Not only is Mrs. Manning extremely adept in practicing law, but she is also an exceptionally gifted musician.
