Mr. Evans is a senior partner of Evans Bulloch Parker PLLC, which, since its establishment in 1975, has been, and continues to be, regarded as one of the premier litigation firms in the region. Mr. Evans is a graduate of the University of Memphis School of Law. He is licensed to practice law in the state of Tennessee and admitted to practice in the United States District Courts for the Middle, Eastern and Western Districts of Tennessee as well as the Tennessee Supreme Court. He is also admitted to practice in the United States Court of Appeals for the Sixth Circuit. Mr. Evans devotes a considerable amount of his practice toward representing those who have been charged with crimes by either the State of Tennessee or the United States government. Prior to entering private practice Mr. Evans served as an Assistant District Attorney General for the Thirtieth Judicial District at Memphis, Shelby County Tennessee. During his practice he has handled thousands of criminal cases at various stages before both the state and federal courts throughout Tennessee. He has tried numerous jury trials for charges ranging from DUI to First Degree Murder. He has experience in putting forward expert proof, such as psychological proof regarding diminished capacity, as well as attacking expert proof that is typically put forward by the prosecution. Mr. Evans has handled multiple murder cases. Based on his experience and training, he is designated by the Tennessee Administrative Office of the Courts as qualified to handle First-degree Murder cases wherein the state is seeking the death penalty. He has also argued numerous criminal matters before the Tennessee appellate courts, as well as the Sixth Circuit Court of Appeals.
Mr. Evans is also an experienced civil litigator. He has tried multiple civil jury trials in both the state and federal courts. His primary area of interests in this regard is Civil Rights cases typically brought against city or county governments. Mr. Evans has fought Civil Rights cases in the United States District Courts for the Western, Eastern and Middle Districts of Tennessee.
Mr. Evans devotes the remainder of his practice towards representing individuals in family law matters, including divorce, child custody and dependence and neglect. He has handled hundreds of family law cases in the Circuit, Chancery and Juvenile Courts throughout Tennessee. He is experienced in litigating these cases and putting forward expert testimony such as psychologists, hand writing experts and economic experts. He has also litigated numerous family law cases at the Court of Appeals.
