A native of Solano County, Simon earned his A.S. from Solano Community College and graduated with honors with a B.S. from California State University, Sacramento. Following his undergraduate studies, he obtained his Juris Doctorate (J.D.) from the University of the Pacific, McGeorge School of Law, with a dual certificate in Taxation and Business. Subsequently, Simon pursued a Masters in Taxation (LL.M.) from the University of San Francisco School of Law, achieving graduation with honors.

Simon serves as an adjunct professor at the University of the Pacific, McGeorge School of Law, focusing on Estate and Gift Taxation/Estate Planning. Complementing his teaching roles, Simon is a regular contributor to the California Continuing Education of the Bar ("CEB") and the California Lawyers Association, sharing insights in the areas of Estate, Gift, Generation-Skipping Transfer, and Real Estate Taxation.

Residing in Solano County with his wife and two sons, Simon is deeply connected to the community.
