Overview
David M. Kirstein represents companies, air carriers, airports, manufacturers, and other clients in federal regulatory, administrative, antitrust, litigation, legislative, policy, and commercial matters. A former General Counsel of the Civil Aeronautics Board, he also served as Majority Counsel to the Aviation Subcommittee of the U.S. Senate Committee on Commerce.
At the Civil Aeronautics Board, Mr. Kirstein served in several positions, including Executive Assistant to the Chairman and General Counsel. That government service gives clients a practical understanding of how law and policy in regulated industries are made, interpreted, and enforced.
His work includes agency proceedings and enforcement, ownership and control, competition and consumer-protection matters, commercial agreements and transactions, airport funding and compliance, legislative strategy, investigations, and commercial litigation in state and federal trial and appellate courts. He brings particular depth to aviation, transportation, and government-facing matters, including start-up carrier authority, maintenance and hazardous-materials regulation, Warsaw and Montreal Convention issues, parts-manufacturer approvals and unauthorized-parts matters, aviation security, and international data privacy.
Mr. Kirstein earned his J.D. from the University of Virginia School of Law, where he later taught aviation law for 20 years. He is a Phi Beta Kappa graduate of the University of Connecticut.
