Overview

Mark Anthony Scott grew up in Charlottesville, Virginia, and participated in the University of Virginia Upward Bound program in high school. His friends, Ron “Headlow” Johnson and Frankie Carr, who were a couple of years older than Brother Scott, participated in the program with him. When Ron and Frankie returned from their first year in college, they told Brother Scott about Kappa Alpha Psi, Inc., and how the Kappas were men of character in their respective chapters, Gamma Delta and Epsilon. Brother Scott’s best friends’ experiences encouraged him to be the best student he could in high school, in order to get the grades to get into college and become a member of the fraternity.

Brother Scott attended California State University, Fresno, where he obtained a Bachelor of Arts degree in Speech Communication in 1980. While attending Fresno State, he sought an opportunity to become a Kappa. At that time, Grand Chapter had not chartered a chapter at Fresno State. Members of Alpha Phi Alpha and Phi Beta Sigma attempted to recruit him to join their fraternities, but he informed them that he wanted to join Kappa Alpha Psi Fraternity, Inc., based on his friendship with Ron and Frankie.

He enrolled in Howard University School of Law in Washington, D.C. in 1981. In the Spring of 1983, the Intermediate Chapter at Howard, Theta Tau, started a line during Brother Scott’s most difficult time in law school, the second semester of the second year. However, this was the first opportunity he had to join Kappa since first hearing of them in 1972! He was taken over the burning sands on the 20th day of March, 1983, eleven years after first deciding that this was something he wanted and had to do.

Brother Scott graduated from Howard University School of Law in 1984 in the top one-third of his class. Upon graduation, he moved to Chattanooga, Tennessee to work as a Staff Attorney with Provident Life & Accident Insurance Company. While in Chattanooga, he joined the Chattanooga Alumni Chapter, and served on a number of committees at both the Chapter and Province level, culminating in him being elected by the body and subsequently appointed as Province Polemarch of the South Central Province in 1990 by Dr. Ullysses McBride. To date, Brother Scott remains the only Brother to ever have been selected to serve as Province Polemarch with only seven years of service to the fraternity.

In 1991, Brother Scott moved to Atlanta, Georgia to serve as the Associate Regional Counsel with the U.S. Department of Housing and Urban Development. Upon his arrival in Atlanta, he immediately became active with the Atlanta Alumni Chapter. He has remained active in various capacities with the Chapter through today, and has served in a variety of capacities at both the Province and National levels since moving to Atlanta.

In August 2004, Brother Scott was elected as a Superior Court judge in the Stone Mountain, Georgia, Judicial Circuit. He is a former Chief Judge, who presides over civil, domestic relations, and criminal felony matters, and is a graduate of the National Judicial College. He is credited with being an efficient, compassionate, fair, and no-nonsense jurist. Lawyers and fellow jurists respect his voice and seek his counsel on many issues affecting the bench and bar.

Brother Scott is the 2007 recipient of the Kappa Alpha Psi Fraternity, Inc. Elder Watson Diggs Award, for his significant achievements and contributions within the field of law.

He is also the recipient of the Southeastern Province Joseph R. Jenkins Award and a life member.

He has been a member of the DeKalb County Chapter of 100 Black Men of America, Inc., since 1993, serving as the organization's first paid Executive Director. Judge Scott serves on the Board of Directors, and is presently their parliamentarian.

As a past president of the DeKalb Bar Association, Judge Scott has demonstrated a successful and longstanding commitment to the legal community. He is also a recipient of the 9th Annual Justice Robert Benham Award for Community Service, and recognized as a Fresno State University College of Arts & Humanities Distinguished Alumni.
