Steven was born and raised in Honolulu, Hawaii, and received his Juris Doctor from the University of California, Hastings College of the Law, in San Francisco. After graduating from law school, Steven clerked for the Honorable Dean E. Ochiai in the Circuit Court of the First Circuit, State of Hawaii, before practicing at another law firm in Honolulu.

Steven was admitted to both the Hawaii and California Bar Associations in 2018.
