A 1998 graduate of Southern Illinois University Edwardsville with a Bachelor of Business Administration, Ms. Phillips received her Master of Arts in human resources from Webster University in 2001. She then attended Saint Louis University School of Law, where she obtained her Juris Doctor in 2006. While there, she served as a moot court teaching assistant as well as a member of the advanced moot court team. She was also a published member of the Saint Louis University Law Journal and served as Lead Editor. Ms. Phillips also served on the executive board of the Student Bar Association for two years.

Ms. Phillips has published several articles and conducted lectures and continuing legal education seminars across her region on a variety of legal topics. She is also an active member of the Illinois State Bar Association, the Madison County Bar Association, the TriCity Bar Association, the Illinois Appellate Lawyers Association, and the Federal Bar Association. Active in her community, she is a member of the Rotary Club of East Alton and the East Alton-Wood River Foundation Board. She was honored as a Paul Harris Fellow and in 2023 was inducted into the East Alton-Wood River High School Hall of Fame.
