Ms. Pennington graduated from Dartmouth College (B.A.) magna cum laude with high honors in 1995. Upon graduation from college, Ms. Pennington lived and studied at the Hebrew University of Jerusalem, Israel as a Raoul Wallenberg Fellow. She attended the University of Kentucky College of Law where she received the Gayle A. Mahoney Memorial Scholarship in 1997. She completed her J.D. in 2000.

Ms. Pennington is the author of "Marking the Path, Post Cotton: The Supreme Court Reaffirms Dual Taxation in Montana v. Crow Tribe of Indians" which was published in the Journal of Natural Resources and Environmental Law, Vol. 14, No. 2, 1998-99. Her case comment received the best case comment award for 1999. Ms. Pennington was also a staff member of the Journal of Natural Resources and Environmental Law from 1998 to 2000.

Ms. Pennington is a member of the American Bar Association, the Fayette County Bar Association, and the Boyle County Bar Association.
