Overview

Loretta Haggard focuses on Public Sector, Labor Law, Labor Law, and Short-Term and Long-Term Disability Appeals. Loretta came to the Firm after clerking for United States District Judge Jean C. Hamilton. She was co-counsel with Sally Barker in the Independence National Education Association v. Independence School District case, in which the Missouri Supreme Court recognized a state constitutional right of collective bargaining for public employees. Loretta co-authored Federal and State Law Governing Public Employees, 2008, Missouri Bar (and earlier editions); authored a law review article on accommodating mental disabilities under the Americans with Disabilities Act; and co-authored an article on the union's duties concerning coworker complaints of sexual harassment. She received the Missouri Lawyer’s Weekly Influential Appellate Attorney Award in 2022 and the Missouri Women's Justice Award for Litigation Practitioner in 2014, she previously Co-Chaired the Education Law Committee of the Missouri Bar Association. She received her dual law/social work degree (J.D./M.S.W., Order of the Coif) from Washington University in 1993 and her A.B., summa cum laude, from the School of Public and International Affairs at Princeton University in 1986. She is admitted to the bar in Missouri and Illinois, the Eighth Circuit Court of Appeals, and the U.S. District Courts for the Eastern and Western Districts of Missouri and the Southern District of Illinois.
