Overview
My practice involves assisting clients with state and local tax issues, audit defense and tax appeals, real property valuation & exemption, and matters of state and local governmental law, including the representation of the firm’s municipal clients. I strive to provide clients with legal guidance that draws upon my experience working within the legislative and administrative processes of state and local governments. I pride myself on distilling, describing, and discussing complex matters in a practical and understandable way that enables my clients to choose the approach that results in the best possible legal outcome for them.
I have worked in multiple roles where I collaborated with elected and appointed officials on high-profile legal, administrative, and legislative matters. Prior to coming to Metz, Bailey & McLoughlin, I led the Ohio Department Taxation’s (ODT) Division of Tax Equalization and worked closely with county auditors and local taxing authorities to ensure that real property in Ohio was accurately and uniformly valued, levied, and exempted. Before working in the Division of Tax Equalization, I led a team of attorneys who were responsible for handling the administrative appeals for nearly every major tax that ODT administers and consulted with Ohio Attorney General’s Office on appeals before the Ohio Board of Tax Appeals and the Ohio Supreme Court. I have also worked as an aide in the Ohio Senate and ODT’s Legislative Affairs & Legal Divisions where I drafted administrative rules and legislation and developed strategies to successfully advance them.
I have also served on Bexley’s Board of Tax Review and presented multiple times at the Ohio’s Annual Tax Conference as well as before the County Auditors Association of Ohio and County Commissioners Association.
A few personal facts: My wife, Jaime, and I have a son (9) & daughter (7); I coach multiple youth sports teams, including football, lacrosse, baseball, and basketball, and, while we don’t always win or elevate scholarship-chances or draft stocks, the kids learn fundamentals, teamwork, and make friendships; I lead my daughters 1st Grade Daisy Troop; I was a Disc-Jockey and Board Manager at WOUB in Athens, Ohio.
