Overview
A Pennsylvania Workers' Compensation Judge and Administrator, who has adjudicated more than 10,000 cases, receiving testimony and evidence, ruling on objections and motions and issuing detailed Findings of Fact, Conclusions of Law, Decision and Order. As a Judge Manager, supervised the Workers' Compensation Hearing System, the Judges, support and investigative staff in the Southeastern District of Pennsylvania.
A Trial Attorney for 38 years with a focus on Administrative Law, labor-management and employment issues that include collective bargaining agreements, memorandum of understanding; labor-management negotiations; personal injury; social security disability claims; arbitrations and mediations.
Published and lectured on the Pennsylvania Workers' Compensation and Occupational Disease Laws and Administrative Law to legal, business, and labor organizations.
Served as a member of several Task Forces established by Governors Ridge, Casey and Thornburgh respectively, to study and suggest improvements to the Pennsylvania Workers' Compensation System. During the Ridge Administration and pursuant to the direction of the Secretary of Labor and Industry and in consult with the Pennsylvania Legislature, the Task Force issued a detailed study of the Pennsylvania Workers' Compensation law with suggested amendments that were adopted by the Pennsylvania Legislature and enacted into law, Act 57 of 1996.
Served as a special assistant to the late Timothy Poindexter, Director of Adjudication, participating in various executive decisions concerning procedural matters, the Workers' Compensation Judges, case management and labor-management matters. Also participated as a grader of the PA Civil Service Workers' Compensation Examination.
Served as the elected past Chairman of the Professional Association of Workers' Compensation Judges; directed, prepared and participated in the agenda for the Annual Workers' Compensation Judges Seminars; participated in labor-management meetings and meet and discuss sessions in connection with drafting a Memorandum of Understanding; participated in labor-management grievance issues.
Military:
United States Marine Corps; Sergeant/NCO-Marine Corps Flight Operations.
