Catherine (Cate) E. Rowe, Esq. is a principal shareholder at Strokoff & Cowden, P.C. located in downtown Harrisburg, Pennsylvania. For over 10 years, Ms. Rowe has been practicing in Central Pennsylvania representing clients in state and federal courts and administrative agencies in a broad range of labor and employment matters, including labor relations, workplace investigations, civil service, public employee retirement, school administrator rights, discrimination, and professional licensure.
Ms. Rowe is a member of the Dauphin County Bar Association, Pennsylvania Bar Association and American Bar Association. She teaches Employment Law at Widener Commonwealth Law School and serves as the Immediate Past Chair of the Pennsylvania Bar Association’s Labor and Employment Law Section, Secretary of the Pennsylvania Bar Association’s Administrative Law Section, Immediate Past President of the Central Pennsylvania Labor and Employment Relations Association, and Treasurer of the James S. Bowman Inn of Court.
In the Harrisburg community, Ms. Rowe is the Immediate Past Chair of the Harrisburg Community Council, and Parliamentarian of the Civic Club of Harrisburg. She proudly volunteers with Lawyers Concerned for Lawyers and Junior Achievement. She presently serves as member of the Derry Township Downtown Core Development Board.
Rowe graduated Phi Beta Kappa from the Pennsylvania State University Schreyer Honors College with a Bachelor's Degree in Labor and Employment Relations and a minor in French. She earned her law degree from Drexel University's Thomas R. Kline School of Law where she was awarded the Faculty Award for Academic Success as a Law Student and the Faculty Award for Outstanding Leadership in the Law School Community. She served as the Law School student body President her third year of Law School and received a Pro Bono Service Honors Award at graduation.
Prior to joining Strokoff & Cowden, P.C., Ms. Rowe completed a co-op with Honorable Sue L. Robinson in the United States District Court of Delaware and interned with Labor and Employment Unit of the City Solicitor's Office of the City of Philadelphia. She served as a board member for Neighborhood Dispute Settlement, and has served as an elected representative on the Drexel University Thomas R. Kline School of Law Alumni Council.
