Caitlin grew up in Moon Township, Pennsylvania. She graduated summa cum laude from Penn State University with a Bachelor of Science degree in Psychology, and was inducted into the Phi Beta Kappa honorary society. She went on to work in the admissions department of a national skilled nursing facility, where her interest and experience in the area of Elder Law began. She earned a Juris Doctor degree from Temple University James E. Beasley School of Law in Philadelphia. During law school, Caitlin was a member of The Temple Political and Civil Rights Law Review. Ms. Harper clerked for the Honorable Amanda Cooperman of the Philadelphia County Court of Common Pleas. While in law school, Caitlin participated in the Temple University Elder Law Clinic where she represented elderly clients in a variety of matters including preparation of estate planning documents.

Caitlin is Of Counsel with Julian Gray Associates and assists clients in their Medicaid planning needs including negotiating with the Pennsylvania Department of Public Welfare and long term care facilities. Caitlin also provides counsel on a variety of Veterans benefits issues and in the area of general estate planning. She is a member of the Allegheny County Bar Association and the Pennsylvania Bar Association (Elder Law Section) and the Adult Day Care Services Committee through Valley Care Association located in Sewickley, PA. Caitlin is an author and lecturer for continuing legal education programs sponsored by the Pennsylvania Bar Institute. Ms. Harper has been recognized as a Pennsylvania Rising Star.
