The Carmen Law Office, PC, dates back to The Telleen Law Firm formed in 1934 following the graduation of Kenneth L. Telleen from law school and his admission to the Illinois Bar. Kenneth engaged in general practice of law in Cambridge immediately thereafter. On October 10, 1935, Leonard W. Telleen joined his brother in the Cambridge Law Firm after graduating from the University of Illinois Law School that same year. Kenneth and Leonard Telleen were law partners for fifty-nine (59) years with Kenneth retiring in early 1994. Leonard Telleen died on August 8, 1994 in his 59th year of law practice. Kurt J. Horberg joined the law firm in 1977 following graduation from John Marshall Law School. Scott M. Smith joined the law firm on May 16, 1994 and passed away on April 3, 2011. Mr. Horberg retired in December, 2011.

Bruce L. Carmen joined the firm in 2001 following two years of solo practice. Carmen completed his undergraduate degree (A.B. with honors) at the University of Illinois Urbana-Champaign, where he was elected to Phi Beta Kappa. He received his law degree, cum laude, from the University of Illinois College of Law in 1986. Carmen practiced with the national law firm of Hinshaw & Culbertson from 1986-1999, and was elected a partner in 1993. He is also admitted to practice before the United States Supreme Court, the Fifth, Seventh and Eighth Circuit Courts of Appeals and the US District Court, Central District of Illinois.
