Mr. Raley attended Centenary College of Louisiana and received his Juris Doctor degree from Louisiana State University Law Center in 1978. He has been awarded the coveted Martindale-Hubbell AV peer rating of Preeminent Attorney which is the highest rating available. During forty-three years of practicing law in North Louisiana, he has personally filed and prosecuted over 8,000 bankruptcy cases including Chapter 7 and 13 consumer bankruptcy cases, multi-million-dollar Real Estate, Casino, Oil & Gas, Manufacturing, and High Net Worth Individual Chapter 11 Cases.

Mr. Raley is licensed to practice law in all Louisiana state and federal courts and in the United States Tax Court. He has successfully handled numerous appeals to the United States Fifth Circuit Court of Appeals and opposed a writ application filed in the United States Supreme Court. Mr. Raley has been a speaker at continuing legal education programs. He served as a representative of the 26th Judicial District to the Louisiana State Bar Association House of Delegates. Mr. Raley is a member of the Louisiana State Bar Association, the Shreveport Bar Association, the Harry V. Booth and Judge Henry A. Politz American Inns of Court, the American Bankruptcy Institute and the National Association of Consumer Bankruptcy Attorneys.
