In 1997, Mr. Garcia earned a B.A. in Sociology from the University of Michigan, Ann Arbor. After college he worked as a youth counselor for Native Americans in New Mexico, primarily with Pueblo, Navajo, Ute and Apache teens.

In 2000, Callan began working for current Miami-Dade County Commissioner Daniella Levine as a community organizer and legislative advocate at the Human Services Coalition of Miami Dade County, which is the group now known as Catalyst Miami.
Mr. Garcia was a member of the inaugural class of the College of Law at Florida International University, where he graduated cum laude in 2005, and participated as a member of the Law Review.

After Law school, Mr. Garcia handled thousands of cases for Catholic Legal Services while supervising a legal team of attorneys and paralegals from 2006 to 2014. Callan served as the Managing Attorney of Catholic Legal Services (CLS) Miami office from 2006-2010, and, most recently, as the Managing Attorney and Director for CLS in Broward County.

Mr. Garcia is proficient in both Spanish and Haitian Creole, and is admitted to practice law in the following districts:

This attorney was supposed to show up in court for my immigration hearing. I have the proof that I was represented by him at the time. I was late, not his fault, but I expected my attorney to be there. When I arrived, I received a letter for order fo removal. I called him at once and he told me to bring the letter and he would handle it. He never told me I had a certain amount of time to file. He left the place shortly to go to his own firm. My case is not been resolved and he has since denied everything. I am going to call for an investigation from the company. It also seem some files were destroyed.
