Overview
David G. Berlin helps municipalities, landowners, and other stakeholders navigate complex utility proceedings before the Public Utility Commission of Texas (PUCT) and the Railroad Commission of Texas.
His practice focuses on certificate of convenience and necessity (CCN) and ratemaking proceedings, and he advises clients on effectively participating in energy and water policy matters before the Texas Legislature.
David brings an agency-side perspective to his practice. Before joining the firm, he served as a Senior Staff Attorney at the PUCT, where he represented Commission Staff as the lead attorney in contested cases and supported administrative rulemakings. His experience inside the Commission gives him a practical understanding of how regulatory proceedings develop and the procedural considerations that can affect a client’s strategy. He uses that perspective to help clients assess their options, anticipate issues, and navigate matters from initial strategy through resolution.
