David Willis - McAllen, TX

David Willis is a lifelong resident of Brownsville, Texas. He earned his undergraduate degree from Texas A&M University in 1998 and his Juris Doctor from St. Mary’s School of Law in 2002. After law school, Mr. Willis worked as a Law Clerk for the Honorable Filemon B. Vela, United States District Judge for the Southern District of Texas.

Since being admitted to the Texas Bar in 2003, Mr. Willis has represented clients in civil litigation, employment law, and federal criminal defense. For over 10 years, he has focused on representing law enforcement officers in administrative actions, including disciplinary appeals, arbitrations, and grievances.

He has successfully represented officers before Civil Service Commissions and acted as lead negotiator in collective bargaining for police unions across several Texas cities. Mr. Willis has defended numerous officers involved in critical incidents and has extensive experience handling internal investigations, DOJ and MSPB matters, and removal proceedings.

Mr. Willis brings a strategic and collaborative approach to legal defense, working closely with officers, unions, and legal teams to achieve favorable outcomes.
