Overview
Cheree Tull Kinzie is a shareholder and President of the Firm. She is also Chair of the Firm's Shareholders Compensation Committee and Chairman of the Firm's Pension Committee. Ms. Kinzie is Board Certified in both Commercial Real Estate Law and Residential Real Estate Law by the Texas Board of Legal Specialization. She is a member of the San Antonio Bar Association; a member of the Section on Real Estate, Probate and Trust Law of the State Bar of Texas; and the San Antonio Real Estate Lawyers Discussion Group. From 1989 - 1996, she chaired the Attorneys' Conference committee for the Texas Savings and Loan League and has been a guest lecturer on real estate and banking topics. Ms. Kinzie is a member of the Firm's Business and Public Law Sections.
Ms. Kinzie has extensive experience in negotiating major contracts with governmental entities. She worked extensively with the U.S. Air Force and Greater Kelly Development Authority to negotiate the sale and transfer of the 1,880 acres of the former Kelly AFB to be conveyed by the government to the community. In that representation, Ms. Kinzie negotiated the Economic Development Conveyance (EDC) and the Lease in Furtherance of Conveyance (LIFC) with the Washington, D.C. staff of the Air Force Base Conversion Agency (AFBCA). She negotiated with AFBCA for the transfer of Air Force water and power utilities to municipal-owned utility companies. Ms. Kinzie has negotiated leases with major aerospace industry tenants, and arranged financing for tenant finish-out and the construction of new improvements at KellyUSA, including a 70,000 sq. ft. Administration Building and a new aircraft hangar for use by The Boeing Company.
Ms. Kinzie also represented the City of San Antonio and later the Brooks Development Authority in connection with the Brooks City-Base Project. The first ever, one-of-a-kind transaction involved federal legislation to allow the transfer of Air Force-owned property to Brooks Development Authority with a long-term lease back to the Air Force. Ms. Kinzie created all of the contracts and conveyance documents to support this historic effort.
Ms. Kinzie also represents major commercial banks in acquisition and construction lending. She has an active practice in the area of commercial real estate sales, leasing and related transactions.
