Overview
Patrick W. Lindner is a Vice-President of the Board of Directors, a shareholder of the Firm and a member of the Firm's Management Committee. Mr. Lindner is a member of the Firm's Public Law, Utility and Environmental Sections. He is board certified in Administrative Law by the Texas Board of Legal Specialization. He was educated at Texas Tech University and the University of Texas (BA, 1976) and St. Mary's University (JD, 1979). He was admitted to the Texas bar in 1979, and is licensed to practice before U.S. District Court for the Eastern and Northern Districts of Texas.
Mr. Lindner has served as lead counsel in several contested matters under Texas Water Code, Chapter 26 (relating to water quality), Chapter 13 (relating to retail public utilities), and Chapter 11 (relating to the diversion and use of water) and has assisted with the preparation of applications for solid waste permits and injection well permits. He is familiar with the rules restricting and regulating certain activities upon the recharge zone of the Edwards Aquifer since 1976.
Before receiving his license to practice law, Mr. Lindner served in the Hearings Division and in the San Antonio Field Office of the Texas Water Quality Board. While employed with the Texas Water Quality Board, a predecessor agency of the Texas Water Commission, Mr. Lindner was responsible for reviewing application for waste discharge permits to determine administrative completeness, reviewing and summarizing evidence submitted in hearings regarding waste discharge permits, reviewing and summarizing evidence received during hearings regarding substantive revisions to the rules for protecting the Edwards Aquifer, field inspections of waste treatment and disposal facilities to report compliance with applicable laws, field inspections of solid waste storage and disposal facilities and sites to report compliance with applicable law, and monitoring water quality in lakes and streams.
Mr. Lindner has spoken at seminars and has presented speeches such as "Aquatic Biota Protection Using Specific Chemicals and Total Effluent Toxicity", written for the Environmental Seminar in Beaumont, Texas, held in September of 1987 and January of 1988.
Mr. Lindner is a member of the State Bar of Texas Administrative and Public Law Sections, the Environmental Law Section, and the Public Utility Law Section.
