Overview

Andy represents clients in general business, zoning and land use, wills and estates, litigation, municipal, entertainment and employment law matters. Andy's practice also includes extensive work in the telecommunications and regulatory arena, and he has served as a hearing officer for the Vermont Department of Education.

In 2004 Andy opened his own practice and in 2013 he and Rob joined together to offer a wider range of services. Prior to opening his own firm, Andy was in-house counsel for seven years for Riser Management Systems, a Burlington, Vermont company that helped major commercial and multi-unit residential property owners in cities throughout North America bring advanced telecommunications services to their tenants and residents.

While at Riser, Andy prepared and negotiated professional services, vendor and supply agreements; advised the company on employment law matters, negotiated hundreds of telecom access agreements on behalf of commercial and residential building owners, and was a key advisor to a consortium of building owners representing over 500 million square feet of commercial office space who submitted joint comments in the FCC's building access proceedings.

Some of the projects that Andy accomplished while at Riser included negotiating contracts to bring advanced telecom/broadband providers into an 11,000 unit apartment complex in New York City and doing the legal work for the design and construction of a communications broadcast tower facility at Times Square in New York City.

From 1990 to 1996, Andy was at a law firm in Burlington where he engaged in commercial and civil litigation, represented a Vermont electric company and practiced in areas including municipal law and appellate law.

Andy graduated from Vermont Law School in 1989 (summa cum laude), where he was editor-in-chief of the Vermont Law Review. He also holds B.S. and M.S. degrees in optical engineering from the University of Rochester. After graduating from law school, Andy served as a judicial law clerk for Justice John A. Dooley at the Vermont Supreme Court.

Andy served on the Burlington City Council for fifteen years, including four years as President of the Council. Andy also served as President of the Channel 17 (Town Meeting Television) Board of Trustees, as a member of the Vermont Board of Bar Examiners, and is currently the Vice Chair of the Chittenden County Metropolitan Planning Organization.

Andy is the principal author of Critical Connections, published by Building Owners and Managers Association International (BOMA) (2000) and Wired for Profit – The Property Management Professional's Guide to Capturing Opportunities in the Telecommunications Market, also published by BOMA (1998). Andy is also the author of Student's Free Speech Rights in Public Schools: Content-Based Versus Public Forum Restrictions, 13 Vermont Law Review 491 (1989). While working as an engineer prior to law school, Andy was awarded two patents in laser diode design.

Andy is regularly listed in Who's Who in America and Who's Who in American Law and is admitted to practice in Vermont courts and in the United States District Court for the District of Vermont.
