Overview
Snapper Tams is a co-Founding Partner of Cerulean Law Group, PC and an experienced litigation attorney who focuses his practice on criminal defense (including DUI charges, traffic infractions, and criminal record expungements and sealings), contract review and drafting, business formation, business advising, and real estate litigation. He is committed to delivering effective, tailored solutions that achieve meaningful results and is recognized for his strategic precision and practical, down-to-earth approach. His ability to balance meticulous preparation with creative problem-solving has made him a trusted advocate in courtrooms across Northern Virginia.
Prior to co-founding Cerulean Law Group, Snapper worked with BerlikLaw, representing clients in partnership disputes, breach of contract cases, business torts, landlord/tenant matters, and a broad range of other civil litigation matters. Before transitioning into private practice, Snapper served as a Senior Assistant Commonwealth’s Attorney in Loudoun County, where he prosecuted a wide variety of felony and misdemeanor offenses. As a prosecutor, he managed complex litigation involving vehicular crashes, computer and electronic evidence, and drug and blood analysis. Snapper frequently partnered with law enforcement to train officers on developments in criminal law and investigative strategy, and he served as the office’s liaison to the Loudoun County Adult Drug Court Treatment Docket and Mental Health Docket.
Snapper earned his J.D. with honors from the University of Richmond School of Law, where he held multiple leadership roles, including President of the Criminal Law Society and Managing Editor of the Public Interest Law Review. He was the winner of the Carrico Intrascholastic Moot Court Competition, a finalist in the Virginia Trial Lawyers Association Trial Competition, and graduated as a member of the Order of the Barristers, a distinction recognizing excellence in oral advocacy.
Beyond his legal practice, Snapper is deeply interested in leadership, organizational development, and entrepreneurship. He believes that great organizations are built by intentionally developing exceptional people and is passionate about creating opportunities for team members to grow professionally, assume greater responsibility, and become leaders in their own right.
In addition to practicing law, Snapper maintains an active real estate license with eXp Realty and is a member of the Dulles Area Association of Realtors. He is active in the GRID real estate investor community, where he provides commentary and legal insight on legislation, case law developments, and practical issues affecting investors, homeowners, and agents.
Snapper grew up outside of Los Angeles, California, where he attended Sierra Canyon School and was the first-ever recipient of the Head of School award, bestowed upon the graduating student who most exemplifies Sierra Canyon’s core values of excellence, integrity, community, independence, and perspective. After graduating from Colorado College with a Bachelor of Arts in Sociology, he returned to Los Angeles for two years where he worked with teens diagnosed with co-occurring substance abuse and mental health issues.
Snapper remains active in mental health and youth community organizations and has served as a board member of both Mental Health Virginia, Virginia’s oldest statewide mental health nonprofit advocacy organization, as well as Fihankra Akoma Ntoaso, a Washington, D.C.-based nonprofit supporting youth in foster care through immersive summer and after-school programs.
He is an alumnus of Leadership Loudoun’s Signature Program (’23) and the Sorensen Institute’s Emerging Leaders Program (’19). Outside the office, Snapper is an avid sports fan and aviation enthusiast who enjoys landscape photography, international travel with his family, and hiking with his Bernese Mountain Dog, Toblerone.
