Overview

For over three decades, Charlotte Rosen has been helping government contractors of all sizes and in many industries find business-oriented solutions to legal problems relating to their government contracts. She provides efficient service and quick turn-around, advice on all kinds of day-to-day procurement issues, and experienced representation in government audits, litigation, and investigations.

Charlotte's experience spans the entire life cycle of a government contract. She advises businesses regarding pre-solicitation notices and solicitation requirements and how to best use pre-award processes such as Q&As, NAICS assignments, and size certification matters to best posture the client in the competition. Before contract award, she ensures that all facets of an impending deal, such as teaming relationships and workshare/workforce concerns, and protection of client data rights and software, best reflect the client's interests. After award, she helps clients with compliance and reporting questions; creative solutions to subcontract enforcement and disputes; and to evaluate, prepare, and settle or litigate REAs, disputes and claims before the Boards of Contract Appeals and the U.S. Court of Federal Claims. She has litigated numerous defensive and offensive bid protests at the agency level and before the Government Accountability Office and the Court of Federal Claims, as well as size protests to Contracting Officers and the SBA. Additionally, she has expertise in federal grant programs.

Her clients include small and large professional and IT services providers, technology developers and research-focused firms, and businesses in the defense and transportation industries. She represents clients who are participants in SBA programs as well as non-profits, including AbilityOne organizations.

Prior to practicing government contracts law with major DC area law firms, Charlotte served as an Assistant General Counsel with the Navy Office of the General Counsel.
