Overview
Ms. Osborne’s federal practice focuses on cases before various administrative agencies — including the Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), and Office of Personnel Management (OPM) – as well as security clearance cases before the Defense Office of Hearings and Appeals (DOHA), the Department of Defense Central Adjudication Facility (DoD CAF) and other federal agencies. Ms. Osborne also focuses on various administrative matters involving federal law enforcement officers.
Ms. Osborne works closely with and advises clients on various federal retirement matters, including OPM disability retirement applications; Federal Erroneous Retirement Coverage Act (FERCCA) corrections; law enforcement, firefighter, and air traffic controller special retirement coverage; court-ordered benefits; and general Federal Employees Retirement System (FERS), Civil Service Retirement System (CSRS), and CSRS Offset retirement issues.
In addition, Ms. Osborne advises private sector and municipal employees in the District of Columbia in various types of investigations, grievance procedures, disciplinary actions, whistleblower issues, and equal employment opportunity (EEO) matters.
Prior to joining the firm, Ms. Osborne worked as a law clerk at Osborne Law Offices, P.C. representing the interests of labor unions and individual employees. During law school, Ms. Osborne worked as the legal intern for the Pittsburgh Pirates where she assisted In-House Counsel review contracts for stadium events and team support, front office operations, and day-to-day baseball operations. Additionally, Ms. Osborne worked as an intern in The House of Representatives for Congressman Tim Ryan and his legislative staff where she helped perform research for the introduction of Bills to the House floor.
Prior to her legal training, Ms. Osborne obtained her undergraduate degree from The University of Scranton where she majored in Criminal Justice with a concentration in Women’s Studies. While attending the University of Scranton, Ms. Osborne became a founding member of Scranton’s first Mock Trial Team. Ms. Osborne is licensed to practice law in the District of Columbia and before federal agencies nationwide.
