Overview

Brian has practiced in the Washington, D.C., metropolitan area and surrounding jurisdictions for 20 years, concentrating on complex real estate transactions (both developed and raw-land transactions); real estate development matters; commercial lending transactions (for borrowers and lenders); commercial and industrial leasing (landlord and tenant representations, and across all property types, including retail and specialty leasing, defense contractor leases and other governmental uses). He also has assisted clients in the establishment and governance of property owner associations in Virginia, with an emphasis on residential and commercial condominium projects, large residential developments, sophisticated mixed-use properties and community development associations.

Brian also has significant experience in the area of local government and municipal law, having represented various localities and authorities in a number of different capacities. He serves as the city attorney for the City of Fairfax, Virginia, and previously served both as the full-time city attorney for the City of Manassas Park, Virginia, and prior to joining McGuireWoods, he served as deputy city attorney for the City of Fairfax. As city attorney, he oversees the legal representation of all areas of city government, including providing legal advice and counsel to the city council, city manager and department heads, community development and planning projects, zoning matters, public works and utility concerns, procurement issues, franchise matters, and personnel and public safety department issues. In this role, he also supervises the prosecution of misdemeanor and traffic offenses within the City of Fairfax. Previously Brian served as both the full-time city attorney for the City of Manassas Park, Virginia, and, prior to joining McGuireWoods, served as deputy city attorney for the City of Fairfax.

Prior to entering private practice, as an assistant Fairfax County attorney, Brian served as counsel to the Fairfax County Redevelopment and Housing Authority. In that capacity, he provided legal representation with housing-related issues and programs, including discrimination complaints, assisted-housing issues and lease negotiations. He also defended a challenge in federal court to the authority's zero-tolerance drug policy with respect to assisted-housing tenants. In addition, he represented the Fairfax County Department of Tax Administration in the litigation of erroneous real estate and business tax claims, as well as represented the county's interests in pending and prospective legal matters in a variety of courts and administrative proceedings.

He clerked in the 19th Judicial Circuit of Virginia for the Honorable J. Howe Brown and the Honorable Quinlan H. Hancock.

Finally, Brian serves as the Tysons office partner in charge of pro bono representations. In 2008, a partnership chaired by Brian in conjunction with one of the firm's large corporate clients was responsible for the firm's recognition as the Pro Bono Law Firm of the Year by the Northern Virginia Pro Bono Law Center.
