Attorney Information
Overview
Terry was born and raised in Seattle, got a Jesuit education, got degrees from Washington State University and the University of Arizona, practiced corporate law in a large Portland, Oregon law firm, then returned to Puget Sound. His courtroom success led to becoming a shareholder in what was then Bellevue, Washington's largest law firm. In 1998, he founded what later became Leahy Fjelstad Peryea, and then became Peryea Silver Taylor. Terry retired from the law firm in 2024 and then formed Leahy Legal Consulting, which is devoted exclusively to replacing the aging governing documents of Puget Sound community associations with WUCIOA compliant governing documents.
Terry turned his lifelong curiosity about how groups function into a legal career largely devoted to helping neighbors and their community associations create a great place to live. He is frequently invited to teach and write both locally and nationally on community association issues. He has actively participated in the Washington State Chapter of the Community Association Institute ("WSCAI"), serving as its Board Secretary, as its Journal Editor, as its Legislative Action Committee Chair, and as its CA Day Keynote Speaker. The Governor also chose him to serve as CAI's representative on the Washington Homeowners Association Task Force, tasked with overhauling legislation regulating homeowners' associations. And the national College of Community Association Lawyers made him just the second attorney in the State of Washington to be inducted as a CCAL Fellow. In recognition of these contributions, Terry was the 2025 recipient of WSCAI’s Lifetime Achievement Award.
Prior to retiring from the firm, Terry commuted weekly to the Firm's Seattle office from his home in picturesque Seabrook, Washington, but upon retiring moved to Olympia where his legal consulting practice is based. Years of him mentoring younger lawyers enabled those lawyers to form the strong nucleus that is now taking the Firm to new heights. Passing the reins to the Firm in turn freed Terry devote himself to the consulting work he enjoys: Replacing the old governing documents of community associations with cutting edge new ones.

How do I choose a lawyer?
Consider the following:
- Comfort Level – Are you comfortable telling the lawyer personal information? Does the lawyer seem interested in solving your problem?
- Credentials – How long has the lawyer been in practice? Has the lawyer worked on other cases similar to yours?
- Cost – How are the lawyer's fees structured — hourly or flat fee? Can the lawyer estimate the cost of your case?
- City – Is the lawyer's office conveniently located?
Not sure what questions to ask a lawyer?
Here are a few to get you started:
- How long have you been in practice?
- How many cases like mine have you handled?
- How often do you settle cases out of court?
- What are your fees and costs?
- What are the next steps?
Want to check lawyer discipline?
It is always a good idea to research your lawyer prior to hiring. Every state has a disciplinary organization that monitors attorneys, their licenses, and consumer complaints. By researching lawyer discipline you can:
- Ensure the attorney is currently licensed to practice in your state
- Gain an understanding of his or her historical disciplinary record, if any.
- Determine the seriousness of complaints/issues which could range from late bar fees to more serious issues requiring disciplinary action.
