Overview
John C. Blair was born and raised in Boone County, West Virginia, in the coal camp town of Van, where he attended Van Jr.-Sr. High School. He earned his Bachelor of Arts in Criminal Justice with minors in Business and Sociology in 1997 and received his Juris Doctor from The Capital University Law School in 2002. John owned and operated his own law firm in Logan, West Virginia, for over 15 years, focusing on Workers’ Compensation, Social Security Disability, Veterans’ Disability, Family Law, and both Civil and Criminal Law.
John is a seasoned attorney with extensive experience in prosecuting complex healthcare fraud. As a Deputy Attorney General and Division Director of the Medicaid Fraud Control Unit, he led major investigations and recovered over $100 million in fraudulently obtained Medicaid funds from providers. He also served as a Special Assistant Prosecuting Attorney for several counties in West Virginia, criminally prosecuting Medicaid fraud. Deeply committed to protecting the vulnerable, John actively fought against the abuse, neglect, and financial exploitation of incapacitated adults throughout the state.
John served as an Executive Board Member of the Healthcare Fraud Prevention Partnership (HFPP) and was a featured speaker in a national webinar, offering the law enforcement perspective on healthcare fraud prevention. In addition, he has been a featured speaker at the Healthcare Fraud Symposium hosted by the United States Attorney’s Office for the Northern District of West Virginia, as well as at Elder Abuse Awareness Day events. As a Deputy Attorney General, John was also an active member of several state and federal healthcare fraud task forces. He is a member of the National Health Care Anti-Fraud Association (NHCAA) and the National Association for Medicaid Program Integrity (NAMPI).
John has a reported case before the West Virginia Supreme Court in Hale v. West Virginia Office of the Insurance Commissioner, 228 W. Va. 781, 724 S.E.2d 752 (2012), and in 2009 was named the Reader’s Choice Award winner for Best Attorney by The Logan Banner. He has successfully resolved high-value complex civil cases, securing millions in settlements, and has built and prosecuted strong criminal cases that resulted in convictions through guilty pleas. Known as “JB” to friends, family, and colleagues, John lives in Charleston with his wife, Nikki, and their dog, Aires.
