He also held significant roles in the United States Attorney’s Law Enforcement Task Force, contributing his skills in internal affairs and equal employment opportunity investigations.

Mr. Chang earned his Juris Doctor from Concord Law School, where he excelled as a distinguished scholar and oral advocate. He holds a Bachelor of Arts in political science from the University of California at Davis and a master’s in criminal justice from Boston University. Admitted by the California Supreme Court, he is licensed to practice across all courts in California and various federal courts, including the U.S. District Courts for the Eastern and Northern Districts of California, as well as the U.S. Court of Appeals for the 9th Circuit.
