Thomas J. Baker is the founder and principal attorney of Capital Gateway Immigration, where he helps individuals and families navigate some of the most important and complex immigration decisions of their lives.

With more than a decade of experience dedicated to immigration law, Thomas focuses on family-based immigration, marriage-based green cards, adjustment of status, consular processing, citizenship and naturalization, immigration waivers, and complex immigration matters involving prior criminal convictions or complicated immigration histories.

Experience matters, especially when the path forward is not straightforward. Throughout his career, Thomas has handled more than 2,000 immigration cases and conducted an estimated 15,000 to 20,000 consultations. That depth of experience has given him the ability to identify potential issues early, explain complicated legal options clearly, and develop thoughtful strategies based on each client’s unique circumstances.

Thomas regularly helps U.S. citizens and lawful permanent residents sponsor spouses and family members, navigate the green card process, pursue adjustment of status or consular processing, and work toward U.S. citizenship. He also has significant experience with immigration waivers and cases involving inadmissibility, prior immigration issues, criminal convictions, and other complications that can make an already complex process even more challenging.

His experience at the intersection of criminal and immigration law is particularly extensive. Thomas has advised individuals, families, and criminal defense attorneys on the immigration consequences of criminal convictions and has handled post-conviction matters under California Penal Code Sections.

Thomas’s knowledge of immigration law has also led to his qualification as an expert witness in California courts. He has provided expert testimony and legal analysis involving complex immigration issues and the potential consequences of criminal convictions for noncitizens.

Before founding Capital Gateway Immigration in 2024, Thomas spent more than eleven years practicing immigration law with the Law Offices of Daniel M. Wigon in Sacramento. He earned his Juris Doctor, cum laude, from Thomas Jefferson School of Law and holds a Bachelor of Science in Business Administration from California State University, Long Beach.

Thomas is a member of the American Immigration Lawyers Association and previously served as the AILA Sacramento Immigration Court Liaison. He has also taught continuing legal education programs and provided instruction on ethics in immigration casework.
