Overview
Paul Fulmer was born and raised in Merritt Island, Florida. He graduated from the University of Central Florida with a degree in Biology. He then attended Stetson University of College of Law, earning his Juris Doctorate in 1997. During law school, he was Chief Justice of the Honor Court.
Mr. Fulmer was a partner at Rissman, Barrett and practiced in multi-line insurance defense including medical malpractice, products, premises liability, auto and third-party insurance disputes. Prior to civil trial work, he was a prosecutor in Pinellas County and a Special Agent in the Federal Bureau of Investigation.
Mr. Fulmer practiced insurance defense for almost 14 years and knows how insurance adjusters and defense attorneys analyze and evaluate cases, both pre-suit and in litigation. He is proud to bring this experience to work for people who have been injured as a result of another's negligence.
Mr. Fulmer is rated "AV-Preeminent" by Martindale-Hubbell, a peer review attorney evaluation service which is the oldest attorney rating service in the United States. An "AV-Preeminent" designation is the highest available and is "a testament to the fact that a lawyer's peers rank him or her at the highest level of professional excellence."

Consulted Attorney 2019After a month from my incident I heard from Attorney Paul My experience upon speaking to him felt like I was an enemy not someone that was looking at me like a victim I was interrogated and after disagreement I was told he could not take the case definitely not a friendly experience he was very cold and wasn’t even trying to hear what I had to say He does not belong representing Morgan and Morgan this man is definitely not for the people
