Overview
Prior to joining the firm, Beth E. Heline was General Counsel of the Indiana Utility Regulatory Commission (IURC or Commission) for over 12 years and served as the Commission’s chief legal advisor and Ethics Officer. Ms. Heline supervised the attorneys and staff of the Commission’s Office of General Counsel and provided complete legal support for all aspects of the Commission’s administrative operations and statutory requirements, including defending appeals of Commission orders, promulgating rulemakings, review of Commission contracts and affiliate contracts, consumer affairs questions and appeals, enforcement of pipeline safety violations, legislative affairs, public record requests, comments and filings to regional and federal agencies, and other legal research.
Beth joined the Commission in December 2005 as an Assistant General Counsel. In October 2008, she became legal counsel to the Commission’s first RTO/FERC Team, focusing on regional and federal energy issues, and in March 2014 she was promoted to General Counsel. Beth was a member of the Commission’s Executive Team, Finance Committee, and Underground Plant Protection Account (UPPA) Committee.
Beth graduated from Western Michigan University in 2002 with a Bachelor of Arts degree. In 2005, she graduated summa cum laude (3rd in her class) from Valparaiso University School of Law. Ms. Heline has been a member of the Indiana State Bar Association and the Utility Law Section since 2005 (currently serving on the section’s council), and a member of the Energy Bar Association since 2007.

It is always a good idea to research your lawyer prior to hiring. Every state has a disciplinary organization that monitors attorneys, their licenses, and consumer complaints. By researching lawyer discipline you can:
- Ensure the attorney is currently licensed to practice in your state
- Gain an understanding of his or her historical disciplinary record, if any.
- Determine the seriousness of complaints/issues which could range from late bar fees to more serious issues requiring disciplinary action.
