Rosalyn W. Otieno is the founder and principal of the firm. She is an experienced litigator practicing primarily in the area of Family Law. Ms. Otieno handles cases involving legal separation, divorce, child custody, child support, visitation disputes, property division and distribution, spousal support/alimony, separation agreements, and modifications of existing orders, amongst other areas of Family Law. She also has over 30 years of experience in general civil litigation, and has tried a number of cases during her career. Ms. Otieno practices in Prince George's County, Montgomery County, Charles County, Anne Arundel County and Howard County.
Ms. Otieno was admitted to the bar for the State of Maryland in 2003. She is a member of the Maryland State Bar Association and the American Bar Association. Ms. Otieno graduated from Hamline University School of Law in St. Paul, Minnesota in 1991.
Ms. Otieno is committed to assisting low income or indigent persons, and handles pro bono family law cases by volunteering her time through a local charitable organization.
Philosophy:
Ms. Otieno's goal is to provide each client with excellent representation. She highly values the trust and confidence her clients place in her, and she works hard to earn it. Ms. Otieno strives to educate her clients on the legal process, and to explain clearly the steps she intends to take in their cases. She believes that this helps minimize the amount of stress and fear that some clients may experience from being involved in a lawsuit. Ms. Otieno believes that each case is unique, and that listening carefully to what the client is seeking to accomplish is crucial to achieving a good result for the individual client. Although Ms. Otieno will work toward settling a case if appropriate, she believes in trying cases where appropriate or when necessary, and works with clients to prepare them for either outcome from the inception of the case.
Ms. Otieno has been complimented by clients on her excellent communication, and she strives to ensure that her clients are never in the dark about what is happening with their matters. Ms. Otieno strongly believes that an attorney should be in regular contact with clients to advise them of the progress on their matters, and to be ready to answer questions as they arise. Simply put, Ms. Otieno believes that clients come first.

Consulted Attorney 2024-2025I had an incredibly negative experience with this lawyer. She was extremely unprofessional and rude. Despite claiming to be the best lawyer, she didn’t listen to me, nor did she show any respect, especially as a woman and as a person. She treated abuse as if it were a joke, denied witnesses, and sided with the other party. She forced mediation on me and treated me as if I didn’t have the right to be heard. Instead of defending me, she made decisions for me and my children, leaving us in a worse position. She seemed more concerned with her own travel time than with helping my case. She didn’t listen, and she showed no sympathy. She even suggested counseling as if she knew the other party’s background and had no regard for my child’s best interests. Her actions made the situation even more stressful than it already was. I regret that she was referred to me through pro bono services, as she ruined my chances of getting a better lawyer. I would never recommend her to anyone, and I believe pro bono services should be more careful in their referrals to ensure individuals get a chance to be heard properly.
