Philip L. Arnel was born on February 27, 1961 in Boston, Massachusetts. Mr. Arnel graduated cum laude from the University of Massachusetts in 1983 with a major in electronic communications and a minor in business administration. Upon his graduation from college and for the next ten years, he designed and sold industrial roofing systems and attended evening law school during the last four years of this occupation. Mr. Arnel also possesses an Unrestricted Construction Supervisor License from the Commonwealth of Massachusetts Department of Public Safety.

In 1994, Mr. Arnel graduated on the Dean's List and was awarded his Juris Doctorate from the New England School of Law in Boston. He was a recipient of the New England Scholar Award.
