Overview

I was born and raised in rural Southern Illinois. My parents always stressed to me the importance of public service. I followed their direction by working as a public servant my entire adult life. While in high school and college, I worked at our family’s business. The business consisted of retail paint sales and residential and commercial glass construction. I have served as an Intensive Probation Officer, State’s Attorney Investigator, and Deputy Sheriff. I attended the University of Illinois Police Training Institute in March 1995 and graduated with my basic law enforcement training certification. While at the University of Illinois Police Training Institute, I received the Ervin H. Warren Award (officer who best exemplifies today’s concept of tomorrow’s police officer) and the academic achievement award (highest grade average) for the graduating class. I then aspired to become an attorney, enrolling in law school at Southern Illinois University School of Law, graduating in May 2003.

I served as an Assistant State’s Attorney in Franklin County, Illinois, and prosecuted all levels of criminal cases. In 2008, I was elected Resident Circuit Judge of Franklin County, Illinois. While serving on the bench, I presided over all types of court matters. I conducted approximately 100 jury trials and countless bench trials. I was elected Chief Judge of the Second Judicial Circuit from 2013 to 2021. I am the longest-serving Chief Judge in the history of the Second Judicial Circuit. During my time on the bench, I was appointed by the Illinois Supreme Court to serve on numerous committees and commissions, including the Illinois Pretrial Reform Commission and the Judicial Education Committee. I also served as a New Judge and Peer Judge Mentor, and a Judicial Performance Evaluation facilitator. I retired from the bench on November 30, 2024.

Following retirement, I reflected upon my career and realized I still wished to serve the public. I have enjoyed public service and want to assist individuals in achieving justice when injured. It is a great honor to have a client put their trust in me to help them. I relocated to Albuquerque in June 2025 and love the area and helping my clients here at Parnall Law Firm, LLC. When not working, I enjoy spending time with my wife, Lori Ann. We have four adult children and one grandchild scattered across the United States. We enjoy hiking, fishing, and watching basketball.
