In his legal career, Jeff Turnoy has worked exclusively and diligently in criminal defense. Jeff’s practice runs the full spectrum of criminal cases, from low-level misdemeanors to major felonies and Measure 11 cases. Jeff also specializes in relief from sex-offender registration and expungement of qualified sex-crimes, for which Jeff routinely assists other attorneys and has given professional presentations on the subject.
Jeff Turnoy grew up in the Portland area in the Pacific Northwest and has resided in Oregon for more than 25 years. Jeff graduated from Western Oregon University and received his J.D. from Willamette University College of Law. While in law school, Jeff was a member and elected Business Editor of the Willamette Law Review, wrote for Willamette Law Online, and achieved High Paper honors in Comparative Constitutional Law, Law and Education, and Oregon Criminal Procedure and Practice, taught by Paul De Muniz, former Chief Justice of the Oregon Supreme Court. Jeff also achieved publication of a Law Review Article in the Willamette Law Review during his third year in law school, titled Faith Healing Prosecutions in Oregon: The Fine Line Between Parental Constitutional Rights and Governmental Interests.

In the Matter of H.P. — Sex Crime — Case Dismissed, 2025. Client was charged with multiple sexual offenses involving an ex-girlfriend. After the prosecution presented its case at trial, counsel successfully argued that no rational fact-finder could find in favor of the state. The court granted the motion to dismiss.

Not Guilty Verdict at Trial — Sex Crime — Not Guilty on All Charges, 2024. H.J. was charged with first-degree sexual abuse based on allegations involving his young cousin. H.J. maintained his innocence, and the case was taken to trial. The court found H.J. not guilty on all charges, allowing him to leave without a criminal record.

State v. W.K. — Sex Crime — Not Guilty on All Charges, 2022. W.K. was charged with multiple counts of sexual abuse involving a younger neighbor, based on allegations made six years after the alleged incidents. Following a multi-day jury trial, W.K. was found not guilty on all charges.

State v. L.L. — Sex Crime — Not Guilty on All Charges, 2022. L.L. was accused of inappropriately touching a student/player on a high school sports team he coached. L.L. maintained his innocence, supported by video evidence. After the state upgraded the case from a misdemeanor to a felony, the matter proceeded to trial, where L.L. was found not guilty of all charges after two days.

In the Matter of H.M. — Sex Crime — Removed from Sex Offender Registry, 2020. H.M. had been convicted of a sex offense years earlier and completed extensive treatment for sexual offending and alcohol use. H.M. was successfully removed from Oregon’s Sex Offender Registry by the Board of Parole.

In the Matter of S.E. — Sex Crime — Removed from Sex Offender Registry, 2020. S.E. had been convicted of statutory rape and had other criminal convictions from the same period. Certain non-sexual offenses were successfully expunged, followed by a petition for relief from sex-offender registration. After a hearing, the Oregon Board of Parole and Post-Prison Supervision unanimously granted relief.

State v. S.C. — Domestic Violence — Not Guilty on All Charges, 2019. S.C. was charged with five domestic violence offenses, including felony strangulation and assault, arising from an argument with their then-partner. Following a three-day jury trial, S.C. was acquitted of all charges.

State v. Y.Z. — Criminal Defense — Dismissal of Hit and Run Charges, 2013. The charges were dismissed through a civil compromise, avoiding potential jail time, fines, license suspension, and other consequences of a criminal conviction.

State v. J.B. — Criminal Defense — Dismissal of Charges, 2013. Client faced multiple felony charges, including assault and burglary, arising from a fight. Through successful negotiations with the District Attorney, all charges were dismissed.

State v. C.M. — Speeding & Traffic Ticket — Not Guilty Verdict at Trial, 2013. C.M. faced a photo radar speeding ticket from a speed trap in Milwaukie, Oregon. The case was taken to trial, resulting in a not guilty verdict.
